Development Program Specialist (Monitoring, Evaluation And Learning) - Santo Domingo

Requisitos:
Must possess, or be capable of learning, comprehensive and detailed USAID policies, regulations, procedures and documentation governing program/project development, implementation, and financing. Must have a thorough knowledge of relevant Dominican development priorities. Must be able to obtain, analyze, and evaluate complex data sets (quantitative and qualitative), including experience in applied statistics and impact evaluation methodology, and to prepare precise and accurate reports and analyses of information received. Standard knowledge of Microsoft Office computer applications is required.
Education: A Bachelor-s degree in political science, sociology, economics, business administration or any other discipline under social science.
Prior Work Experience: Seven (07) years of professional experience in the field of development. Competence in program development, strategic planning, project management, project and activity design and monitoring and evaluation. At least four years of experience working with quantitative and qualitative research methods and managing evaluation teams and final evaluation products, including coordinating evaluation activities and ensuring the production and completion of evaluation reports.
Actividades a realizar:
The Development Program Specialist (Monitoring, Evaluation, and Learning), MEL Specialist) serves in an advisory and capacity- Uilding role for Monitoring and Evaluation (M&E) and Collaborating, Learning and Adapting (CLA) for the USAID/DR Mission. The MEL Specialist works collaboratively with USAID/DR technical and support offices to ensure compliance with USAID regulations, policies, procedures, and reporting requirements related to M&E and CLA.
The MEL Specialist will provide MEL and CLA leadership, advice, and assistance to USAID/DR. As the principal liaison with USAID/W on MEL issues, s/he will play a significant role in developing USAID/DR-s MEL agenda and is directly responsible for ensuring USAID/DR staff are trained to optimize MEL functions in their day- To- Day responsibilities.
